The project is part of a broader waterfront redevelopment that includes 144 over-water rental apartments, built on mini piles with landscaped pier access.The site also features an award-winning Marina Club and over 10,000 square-metres of residential space, with the berths strategically arranged around the perimeter to harmonise with the new development.<a data-gid="gid://syiq/Company/7370" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Marina Projects (Company)">Marina Projects</a> undertook a comprehensive design study to determine the optimal berthing arrangements for the site. The study addressed critical challenges such as mooring analysis, quayside infrastructure integration and ensuring the berths complemented both the architectural vision and wider marina operations.&nbsp;The result is a combination of stern-to berths on piled anchorages for larger yachts and stern-to berths on floating pontoons for smaller superyachts. Marina Vela has been granted a permit enabling non-EU flagged yachts with non-EU owners to operate under Inward Processing Relief within the marina.

An international consortium, Team Perry’s, has been selected as the successful bidder in the City of Yokosuka’s tender for the development and management of the new Uraga Marina, located south of Tokyo.Led by the Japanese firm Index Consulting, the consortium includes Spanish company Ocean Capital Partners (OCP), alongside Daiwa Lease, SMFL, Keikyu Railway and Etortech Consulting, bringing together expertise across development, financing, infrastructure and operations.<img src="https://photo-assets.superyachttimes.com/photo/389819/image/large-fc57859063702ca7a7d76c592d4d9d41.jpg" data-gid="gid://syiq/Photo/389819">The award was formalised through a tripartite agreement between Team Perry’s, the City of Yokosuka and Sumitomo Heavy Industries. With an operating period of up to 50 years, the project is expected to rank among the more significant recreational marina developments in Japan.Following the signing of the agreement on 30 March 2026, the project will now move into the executive design and operational planning phase, with the consortium working alongside Japanese authorities on its development.The master plan for Uraga Marina has been designed by architect Kengo Kuma. Marina Port Valencia has been named as the host venue for SailGP’s Valencia event in the years ahead. 

In 2024, plans were announced for Kobe Marina, a purpose-built superyacht marina intended to support Kobe’s wider waterfront regeneration ambitions. The project is being developed by The Superyacht Base consortium and backed by seven principal investors: GLION Group, Creation, <a data-gid="gid://syiq/Company/6572" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Super Yacht Logistics Japan (Company)">SYL Monaco</a>, Plan Do See, <a data-gid="gid://syiq/Company/119" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Horizon Yachts (Company)">Horizon Yachts</a>, Setouchi Brand Corporation, and <a data-gid="gid://syiq/Company/6572" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Super Yacht Logistics Japan (Company)">SYL Japan</a>.<img src="https://photo-assets.superyachttimes.com/photo/341862/image/large-0b9d79b72df17e306187ef1180a27d18.jpg" data-gid="gid://syiq/Photo/341862">The marina’s layout is designed to accommodate a range of yacht sizes, with dedicated berths for vessels between 20 and 35-metres, additional space planned for yachts in the 40 to 55-metre segment, and larger yachts able to berth at the quayside. The inside basin configuration allows vessels of up to 100 to 110-metres to lie alongside, while stern-to berthing is available for yachts of up to 80-metres. Beatty said the process has involved extensive work with architects, Kobe City and the Port Authority to meet local requirements. “We’ve been working through the meetings and costing, what we need, how we need to build it, and whether Kobe City is happy with the design and aesthetics, including who will make and install everything; and ensuring the government is satisfied with the amount of green areas that we must include.”Beatty outlined that the development is progressing across two parallel streams: “You can break it into two parts: the quayside building infrastructure part and the marina part, which is pretty much ready to start work. We’ve got pilings ordered, with installation expected to begin around June 2026. The breakwater is already complete, and shore power, electrics and floating docks are planned to follow later in the year.”He also highlighted that the site already benefits from existing commercial dock infrastructure, and concrete quayside, with the 160-metre breakwater seawall finished in 2025, providing immediate alongside or stern to berthing capability as the dedicated marina works progress. “While we are happy for yachts to already berth on site, shore power and floating dock infrastructure are not yet in place.”&nbsp;Installation work is being handled by Japanese contractors, with local companies Kusakabe Construction Company and Kyoei Public Works Company involved in the piling works given their experience in coastal infrastructure. Tequanauts are constructing the floating docks and shore power pedestals. Beatty highlighted the marina’s city-centre location as a key advantage, noting that “everything’s a walking distance”, with “five minutes’ walk and you run into shops and boutiques and restaurants.”He added that downtown Kobe already offers a range of very high-end retail and hospitality within close proximity of the waterfront. While the consortium expects some retail and food and beverage outlets to form part of the marina’s future offering, Beatty suggested it would remain selective: “We’re only going to have a few shops in the marina, although we will have one very nice restaurant to be developed by Plan-Do-See (one of the consortium members) and some other café style coffee shops, wine bars and more.”<img src="https://photo-assets.superyachttimes.com/photo/383465/image/large-3a473d24be1a565e6407c5313fcc5cdd.png" data-gid="gid://syiq/Photo/383465">However, Beatty acknowledged that destination readiness extends beyond berthing alone. While maintenance support is available nearby, including a yacht-focused facility in Himeji, around 55-kilometres from Kobe, that can accommodate vessels of up to around 35-metres, he noted that “the yards in Japan, unless you bring people in from outside, are not geared up for a full refit as we would understand it in Europe or the US.” Beatty suggested that this limitation does not necessarily affect cruising activity, as routine maintenance work can still be carried out locally, including bottom painting, five-year surveys, HVAC and refrigeration servicing, electrical works and metal fabrication. He added that dry dock capacity is available for a range of yacht sizes, although these facilities are often busy, making advance planning important.Beyond the immediate waterfront, Beatty argued that the development could support efforts to reposition Japan as a cruising destination for international yachts. “The cruising potential in Japan is incredible,” he said, pointing to the diversity of cruising areas and the scale of the coastline as factors that could encourage repeat visitation. He also highlighted Kobe’s accessibility, describing it as close to the geographical centre of Japan and supported by major transport links, including three airports and high-speed rail connections.<img src="https://photo-assets.superyachttimes.com/photo/383466/image/large-995d5873208c4fea803b97006850f733.png" data-gid="gid://syiq/Photo/383466">For Beatty, the marina’s location within downtown Kobe is central to its appeal. “We don’t want a boat parking lot,” he said. “We want a vibrant destination marina where superyachts can stay as long as they want, weeks, months, years.” He added that the marina intends to offer berth leases for larger yachts, drawing comparisons with long-term arrangements commonly seen in parts of the Mediterranean.<img src="https://photo-assets.superyachttimes.com/photo/341863/image/large-fc2f7344eb9ffc8ef4fb0d9aa7bf0f7e.jpg" data-gid="gid://syiq/Photo/341863">Path to operational readinessPiling installation is expected to begin around June, with shore power and floating dock infrastructure scheduled to follow later in 2026. Enrico Chhibber speaks with Japan-based yachting experts to explore recent regulatory reforms and infrastructure developments that are gradually positioning Japan as a more accessible and appealing destination for superyachts. When it comes to attractive superyacht destinations in Asia, Thailand has traditionally taken the spotlight. Japan, meanwhile, has remained a lesser-known cruising ground and has often been viewed as logistically challenging. Today, however, that narrative is changing, as Japan begins to reposition itself on the global yachting map. <img src="https://photo-assets.superyachttimes.com/photo/370701/image/large-fccdf0ce93277bda47184d5f87855515.jpg" data-gid="gid://syiq/Photo/370701">The Japanese archipelago, comprising more than 14,000 islands and stretching over 34,000 kilometres of coastline, spans approximately 3,000 kilometres from north to south. With climates ranging from the snowy winters of Hokkaido to the subtropical warmth of Okinawa, the country offers year-round cruising opportunities and a broad range of geographical and cultural experiences.Yet despite these natural advantages, Japan has not historically appealed to the international superyacht community. Regulatory complexities and limited marina infrastructure for larger vessels have, until recently, presented notable hurdles to its development as a cruising destination. This landscape is now beginning to evolve. Since 2021, a series of regulatory reforms have made it easier for privately registered, foreign-flagged yachts to enter and cruise Japanese waters.Further momentum followed in December 2024 with the announcement of Superyacht Base Kobe Marina, which is currently under construction, with a full yacht service opening in 2026 and a full opening with surrounding infrastructure taking place in 2027. The project is intended to help address longstanding infrastructural limitations and support Japan’s efforts to attract more superyacht tourism.<img src="https://photo-assets.superyachttimes.com/photo/370696/image/large-5ef3ac54fac761e21641b06208086062.jpg" data-gid="gid://syiq/Photo/370696"> Marina infrastructure development in JapanAlthough Japan’s general maritime infrastructure is well developed, facilities specifically designed for superyachts remain limited. <a data-gid="gid://syiq/Person/935" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Nigel Beatty, United Kingdom (Person)">Nigel Beatty,</a> yacht broker at YACHTZOO and Chairman of the <a data-gid="gid://syiq/Company/7320" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Asia-Pacific Superyacht Association (Company)">Asia-Pacific Superyacht Association</a>, observed that while the country is well-equipped overall, it lacks dedicated infrastructure tailored to the operational needs of larger yachts. “Infrastructure is brilliant in Japan, but if you're talking about purely superyacht infrastructure, then we are lacking a little bit,” he said.In most cases, visiting yachts cruise along the coast, anchoring near beaches or making brief stops at town piers. According to Beatty, this pattern highlights the need for more structured superyacht hubs and ports where large yachts can access services such as mooring, refuelling, provisioning, and guest handling. “When you go cruising, you anchor or tie up at a town pier for a night, then move on,” he explained. “But you also need hubs, places where yachts can come in and operate with proper support.”Some capacity does exist. A marina in Fukuoka, for example, can currently host a small number of larger vessels. However, the most significant development is taking place in Kobe, where a new marina is under construction. Announced in late 2024, Superyacht Base Kobe Marina is being developed to accommodate yachts up to 80-metres in length for stern to dockage and any size for alongside dockage. Just in the last few weeks the facility has accommodated a 70-metre and a 117-metre. Beatty noted that the basin is roughly half the size of Port Hercule in Monaco.Yukio Shintani of <a data-gid="gid://syiq/Company/1132" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Creation Marine (Company)">Creation Marine</a>, a lead investor who has played a role in coordinating stakeholders for the Kobe project, confirmed the marina is being established as a destination facility and is expected to open within two years. Once complete, it will serve as one of the first ports in Japan specifically designed to support visiting superyachts at scale.While Japan does not yet offer the density of dedicated infrastructure found in more established superyacht destinations, ongoing developments suggest a gradual shift toward greater accessibility and operational support.<img src="https://photo-assets.superyachttimes.com/photo/104219/image/large-c94403a78cad4fa52830c3e4d2898030.jpg" data-gid="gid://syiq/Photo/104219"> Before the Change: Superyacht regulations in Japan prior to 2021 Although foreign-flagged superyachts were technically permitted to enter and cruise in Japan before 2021, a combination of bureaucratic complexity and limited facilities made the country a difficult destination to navigate. As Nigel Beatty noted, “Whether commercially or privately registered, Japan never really drew a strong distinction between yacht types. Superyachts have technically been able to visit Japan for quite some time. The issue was the bureaucracy involved. While we used to manage it, the process was labour-intensive, and that translated into high costs for visiting yachts.”Japan did offer a relative advantage for crew from visa waiver countries. “There have always been positive aspects to cruising in Japan,” Beatty added. “For example, if you were from a visa waiver country, such as those in Europe or North America, you could enter Japan by yacht and remain for up to 90 days as a tourist, even as crew.”However, crew from non-waiver countries such as South Africa, India, and the Philippines, who represent a significant portion of the global yachting workforce, faced more complications. These individuals were required either to obtain a visa in advance or rely on a short-term crew pass valid for just 14 days. “Renewing it involved leaving the country and re-applying at an immigration office,” Beatty said. “Approval often depended on the discretion of the local immigration office, which made the process inconsistent and inefficient.”<a data-gid="gid://syiq/Person/4301" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Kenta Inaba, Japan (Person)"></a><a data-gid="gid://syiq/Person/4301" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Kenta Inaba, Japan (Person)">Kenta Inaba</a>, President and Partner at <a data-gid="gid://syiq/Company/6572" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Super Yacht Logistics Japan (Company)">Super Yacht Logistics</a>, described how procedural rigidity once defined the experience for visiting yachts. “In the past, every time a yacht entered Japan, we had to process customs, immigration and quarantine, not just on arrival but again at each subsequent port,” he explained. “When I started in this business, I had to submit a full list of every port the yacht was planning to visit. But yachts don’t follow fixed routes like commercial vessels. Their movements are often dictated by weather and anchorage conditions, which makes rigid planning difficult.”Even minor navigational changes could create problems. “If a yacht was anchored and the wind shifted, they might need to move to another part of the bay. But if that area wasn’t listed in the original plan, it became an issue,” Inaba said. “Even bringing something as simple as a bottle of beer back onboard required paperwork.” The system, he added, was not designed with yachts in mind. <img src="https://photo-assets.superyachttimes.com/photo/298475/image/large-124d7d95e2299e38d8fd95f9b6b90929.jpg" data-gid="gid://syiq/Photo/298475">Turning Point: The 2021 regulatory reformsRegulatory changes introduced in 2021 significantly altered how Japan manages visiting superyachts. Previously constrained by complex procedures, foreign-flagged vessels now benefit from a more streamlined regulatory environment. “Much of that red tape has now been removed,” Beatty said.One of the most significant adjustments was the introduction of the Naikosen (similar to a cruising permit). After completing initial customs, immigration and quarantine procedures, yachts can apply for the permit, which, along with a blanket Closed Port Permit, removes the requirement to file repeated clearances at each domestic port. “Yachts used to be required to declare every intended stop in advance, which was completely impractical,” Inaba said. “Now, they have the flexibility to change course depending on conditions.”One of the more favourable regulations that was always in place in Japan is that foreign registered vessels remain indefinitely in Japan allowing for longer and more adaptable cruising schedules and possibly basing themselves in the country long term. Changes to crew entry procedures have addressed previous constraints. The introduction of the Multiple Landing Permit, or “Crew Pass,” allows foreign crew to remain in Japan for the duration of the yacht’s stay; and even up to one year. This replaces the former 14-day restriction that often-required multiple renewals and placed a disproportionate burden on those from non-waiver countries. The Crew Pass allows crew ashore in the local areas that the yacht will be for yacht business, shopping or sightseeing.Crew from countries covered by Japan’s visa waiver programme continue to benefit from 90-day tourist access, allowing for greater flexibility to travel ashore or explore the length while the vessel is in port.Together, these updates have reduced many of the operational constraints that previously discouraged superyacht visits. In particular, foreign-flagged, commercially registered yachts still face regulatory hurdles when seeking to operate charters in Japanese waters. Shintani acknowledged this ongoing challenge. “I want to try to create everything for the foreign-flagged yacht to charter. This is our mission.”While Japanese-flagged yachts can operate commercially, the charter process for foreign-flagged vessels remains undecided, however moves are afoot to make a rule for foreign charter yachts with a charter contract already developed by <a data-gid="gid://syiq/Company/3581" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Hill Dickinson Llp (Company)">Hill Dickinson</a> and <a data-gid="gid://syiq/Company/7320" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Asia-Pacific Superyacht Association (Company)">Asia Pacific Superyacht Association</a>, which navigates specific Japanese regulations. Inside, the existing <a data-gid="gid://syiq/Company/67" href="#managed-by-system" rel="noopener noreferrer" target="_blank" title="Zuretti Interior Design (Company)">Zuretti</a> woodwork was preserved and complemented by updated materials, finishes and lighting to create brighter, more modern living spaces.Among the most notable upgrades was a stern extension that expanded the swim platform, creating a larger waterside area for relaxation, water activities and alfresco dining.
